The government path

From notice to the record.

We engineer accountable procurement systems for Egyptian entities: tender, bid, evaluation, award, and the record. A committee must be able to defend every sensitive act. This is the government path. Private sector teams may still procure. We are not the board that awards.

Sheet EV-00

Read it as the committee will.

A specimen evaluation sheet. Not a live award. Five stages from notice to the record. The gold line is the award. Every sensitive act is named.

The evaluation sheet

Cairo

Specimen. Not an award.

  1. St. 01

    Publish

The notice opens. Bidders register. Who published is named.

  2. St. 02

    Bid

Submission is sealed. Documents are controlled. The envelope stays closed until the committee opens it.

  3. St. 03

    Evaluate

Criteria are the entity's. Scores are attributable. This grid is the defence.

Weights and scores are the entity's. Written in the file. Not a SHIELDRA rubric published here.

  4. St. 04

    Award

The gold line. The committee awards. The system does not award in its place.

The committee awards. The system records who, when, and which file.

  5. St. 05

    Record

The minute is filed. Sensitive acts remain readable after the chair changes.

    The attributable record

Encryption, access, audit, and isolation are selected in discovery and written into scope. PDPL, where it applies, is engineering readiness. It is not a certificate we issue.

A bound tender file. Notice, sealed bid, scored sheet, gold award line, filed minute. A reader who cannot read the words can still follow the sequence.

The minute

Three pens. Then the file can close.

The entity writes the criteria. The committee scores and awards. The house engineers the record. If a pen is missing, the minute is not defensible.

  1. 01

    The entity

Mandate, criteria, and the authority to award. The public duty stays here.

  2. 02

    The committee

Scores and the award decision. We do not sit as the board. We do not substitute the committee.

  3. 03

    The house

The system that makes every sensitive act attributable. Engineering. Not the decision.

What the file keeps

Each stage must leave a mark.

A portal that forgets is not a procurement system. The leave-behind is what a committee can hold.

  1. St. 01

    Publish

The notice, the register, and the actor who opened the file.

  2. St. 02

    Bid

The sealed pack, the time, and the actor who received it.

  3. St. 03

    Evaluate

The criteria as written, the scores, and the actor who scored.

  4. St. 04

    Award

The award line, the actor who awarded, and the file that was awarded.

  5. St. 05

    Record

The minute, retrievable after the chair changes.

The edges

What this system will not claim.

We engineer the file a committee can defend. We do not become the committee.

  1. Cl. 01

Not a tender board, an awarding authority, or a substitute for the committee. Evaluation criteria are the entity's, written in the file.

  2. Cl. 02

Not a public e-procurement marketplace we operate. The entity runs the system. We engineer it under a written scope.

  3. Cl. 03

Named awards are confirmed in writing. They are not listed here as a banner. Prior UK team history is professional background. It is not a current Egyptian government contract.

  4. Cl. 04

Encryption, RBAC, audit, and isolation are selected in discovery and written into scope. PDPL, where it applies, is engineering readiness. It is not a certificate we issue.

In writing

Direct answers.

  1. 01

    Who is this for?

Egyptian ministries, authorities, governorates, and government companies that need a procurement system they can defend. Private sector teams may still procure. The file still names who the entity is.

  2. 02

    Are you the tender board?

No. We are not a tender board, an awarding authority, or a substitute for the committee. Evaluation criteria are the entity's, written in the file. The committee awards. The system records.

  3. 03

Do you operate a public marketplace?

No. This is not a public e-procurement marketplace SHIELDRA operates. The entity runs the system under its mandate. We engineer it. Scope is written.

  4. 04

    Are you PDPL certified?

No. PDPL here is engineering readiness under Law 151, written into scope where it applies. Encryption, access, audit, and isolation are selected in discovery. It is not a certificate we issue.

The first conversation

Bring the tender file. We will say whether it needs a system.

What the entity must publish, receive, score, award, and keep. We will say what belongs in the sheet, and what must stay with the committee.
